Staldone is proposing a thoughtfully designed residential development at 2 & 4 Drovers Way and 9A Gladstone Parade, bringing high-quality housing and affordable living options to a well-connected part of Lindfield.

About the proposal

Staldone is preparing a State Significant Development Application (SSDA) for a new residential housing development at 2 & 4 Drovers Way and 9A Gladstone Parade in Lindfield, to be lodged with the Department of Planning, Housing and Infrastructure (DPHI) later this year. This project addresses the need for local housing supply in well-located areas close to major transport hubs.

The proposal includes:

  • Demolition of existing buildings at 2 & 4 Drovers Way and 9A Gladstone Parade, Lindfield  

  • Development of a new 8-10 storey high-quality residential building of approximately 116 apartments with a mix of 1, 2 and 3 bedrooms

  • 17% of Gross Floor Area (GFA) allocated as affordable rental housing (15% for 15 years and 2% in perpetuity)

  • Approximately 160 basement car parking spaces

  • Communal open space and landscaping

The proposal aims to provide a series of benefits, including:

  • Providing much-needed new homes in the Ku-ring-gai local government area, including affordable housing

  • Delivering a high-quality and well-designed homes for current and future residents

  • Delivering a highly connected development in close proximity to major transport hubs, social infrastructure and green spaces

This project aims to deliver high-quality homes for current and future residents, with a strong focus on connectivity, liveability, and affordability.

Transport Oriented Development (TOD) Program

The site is within 400m of Lindfield Station, making it eligible for increased residential density under TOD planning controls. These controls allow for buildings up to 24 metres high and a floor space ratio of 2.5:1, with a mandatory 2% affordable housing contribution. Although Ku-ring-gai Council has submitted an alternative proposal to the State Government, this application was lodged before that submission and will be assessed under the original TOD controls.

This means that our site in Lindfield is eligible for increased height and density, helping deliver more homes close to public transport.

The proposal supports broader planning goals set by the NSW Government to increase housing supply in well-connected areas. It aligns with two key government initiatives:

Infill Affordable Housing Bonus

The proposal also qualifies for the Infill Affordable Housing Bonus, which encourages developers to include affordable housing in new projects. By dedicating at least 10% of the building’s floor area to affordable housing, developers can access additional building height and floor space. This bonus applies across NSW and supports the delivery of more affordable homes in areas close to transport, services and jobs.

For our project, this means the inclusion of affordable housing allows for a slightly larger building, supporting more diverse housing options in Lindfield.

  • For this project, the proposed building is 8–10 storeys, designed to balance height with quality design and amenity.

    Under the NSW Government’s Transport Oriented Development (TOD) controls, buildings within 400 metres of Lindfield Station can reach up to 24 metres in height. With the inclusion of affordable housing under the Infill Affordable Housing Bonus, this proposal may exceed the standard height controls by 30%, subject to design and assessment.

  • The proposal includes a strong commitment to affordable housing. Currently, 15% of the building’s Gross Floor Area (GFA) will be dedicated to affordable housing for a period of 15 years, managed by a registered community housing provider. In addition, 2% of the GFA will be provided in perpetuity, in line with the requirements of the TOD program.

  • The development will include approximately 116 apartments, offering a mix of 1, 2 and 3-bedroom units to suit a range of household types and needs.

  • This project is being assessed as a State Significant Development due to its scale, capital investment value, and contribution to housing supply.

    The SSDA pathway allows for a more coordinated assessment process led by the NSW Department of Planning, Housing and Infrastructure, including public exhibition and community input.

  • The TOD Program is a NSW Government initiative to increase housing near public transport. Lindfield is identified as a TOD precinct, meaning it is well-placed to support more homes close to trains, services and jobs.

    This site is within 400 metres of Lindfield Station, making it ideal for TOD planning controls that support walkable, well-connected communities.

  • The design team is preparing detailed studies to assess and minimise impacts on neighbouring properties, including overshadowing and view loss. The team is also redistributing floor space to the centre of the development to improve solar access to the neighbours.

    The proposal will follow the Apartment Design Guide (ADG) principles, which aim to optimise solar access and protect amenity for both future residents and neighbours.

  • A Traffic Impact Assessment is being prepared to evaluate how the development will interact with the surrounding road network.

    The site’s proximity to Lindfield Station supports reduced car dependency, and the proposal includes approximately 160 basement car spaces to manage parking demand.

  • A Construction Management Plan will be developed to minimise disruption, including measures for noise, dust, traffic and safety. Community communication will be a priority, with updates provided throughout the construction period.

  • The target lodgement for the SSDA is November 2025. Subject to approvals, construction is estimated to commence the first half of 2027 and project completion estimated in the first half of 2029.   

  • Affordable housing is for people on low to moderate incomes, such as key workers like nurses and hospitality staff, and is offered at below-market rent.

    Social housing is government-subsidised and typically for people on very low incomes or with complex needs.  

    This project includes affordable housing only, managed by a registered community housing provider.
